Description
This psalm portrays wicked nations and their rulers having to drink the wine of God's wrath from his cup of judgment in the end-times.
Commentary
This psalm proclaims God's coming judgment of the wicked and their rulers (horns).
In verse 8, the wicked are pictured as having to drink the cup of God's judgment. Metaphorically speaking, Jeremiah was sent to deliver this cup to all the rulers of Israel's enemies around the Middle East (Jeremiah 25:15-26). This will be fulfilled at the second coming, when Jesus will rise up in judgment to defeat Israel's enemies and make them drink the wine of God's wrath. Revelation 14:10 also describes the Antichrist's followers having to drink from this cup of judgment. Revelation 17-18 portray Mystery Babylon as a Great Prostitute holding a cup of wine that she makes the nations drink, implying they will share in her judgment when God judges her. In Luke 22:42, when Jesus was praying in Gethsemane, he referred to the judgment he was about to endure on the Cross as a cup that he must drink.
In verse 10, God declares, "All the horns of the wicked also will I cut off; but the horns of the righteous shall be exalted" (KJV). Horns refer metaphorically to rulers (see Daniel 7). Revelation 17:16 portrays an alliance between the beast (Antichrist's empire) and ten horns (rulers). But as verse 10 here implies, there will also be righteous horns (rulers) who will oppose the Antichrist and his allies. Micah 5:5 tells us that when the Antichrist invades Israel, God will raise up seven shepherds against him, shepherds being another metaphor for rulers.

2 God says, “At the appointed times, I judge fairly.
3 When the earth and all its inhabitants dissolve in fear, I make its pillars secure.” (Selah)
4 I say to the proud, “Do not be proud,” and to the wicked, “Do not be so confident of victory!
5 Do not be so certain you have won! Do not speak with your head held so high!
6 For victory does not come from the east or west, or from the wilderness.
7 For God is the judge! He brings one down and exalts another.
8 For the Lord holds in his hand a cup full of foaming wine mixed with spices, and pours it out. Surely all the wicked of the earth will slurp it up and drink it to its very last drop.”
9 As for me, I will continually tell what you have done; I will sing praises to the God of Jacob!
10 God says, “I will bring down all the power of the wicked; the godly will be victorious.”
